When will the property problem be resolved in Albania?
“Property is sacred”, is one of
the essential definitions of the capitalist society. Nevertheless, even after
over 15 years of walk in this system, the property in Albania didn’t
find yet its way back to the proprietor. In many cases, property has become
cause of conflict, making the legal proprietors leave their birth country. Orges Shkreli, born in Shkodra on Novermber 29, 1987,
is actually abroad, because of a property conflict. The beginning of this
problem, as it is true for many other families of Shkodra,
starts after 1991, when after the change of the system and because of the
anarchy, thousands of families came from the mountains down in the city,
occupying many properties of the inhabitants of Shkodra.
After the events of 1997, when the state in Albania was inexistent, the
invasion phenomenon following the formula “it’s occupied” became very
concerning.
The family of Orges Shkreli is the owner of a
property in the city of Shkodra, right near the area
called “The Institute”. The property was inherited by generations and the
family Shkreli has all the necessary documents of
property. After the communist system in Albania changed, the property was
considered sequestrated by the monist regime. By the years 2000-2001, part of
the property of the family Shkreli was violently
and unjustly invaded by members of the family Gjugjaj
from Dukagjin. The family Gjugjaj
built a house and a bar on this property. The members of the family Shkreli, the mother, the father and the uncle of Orges tried to resolve this problem through all the
reasonable ways and through legal ways, to give an end to the unjust invasion
of their property by the family Gjugjaj.
Nevertheless, although following all the legal process through reporting to
the competent organs like the police and the local authority, with the only
motive that the property question was a nationwide question and they were
unable to find out a solution. Because the state and its structures were
powerless, the father and the uncle of Orges,
decided to do something in order to have justice done. On May20, 2001, they
went to the bar the family Gjugjaj had built on the
property of the family Shkreli, and they asked to
talk to the men of the family. The Gjugjaj didn’t
want to talk saying that only death would make them leave that property. One
of the members of this family beats on the uncle of Orges.
Feeling deeply offended, the uncle gets a pistol and without making it known
to the father of Orges, shots against the house of Gjugjaj. Later on, there was news about one member of the
family Gjugjaj wounded, yet not seriously.
According to the Canon, the family Shkreli was
warned that the family Gjugjaj considered them in
blood-feud conditions. In this case, the family Shkreli
had to live shut in and hide because of the revenge by the family Gjugjaj. After the warning, the one who was mostly in
danger was Orges, for his uncle had three
daughters. Through endless sacrifices Orges was
sent by his father to study in Greece. Later on, the guy was
followed by his older sister, Erlisa, who took care
about Orges. During all the time, the two were
concerned about their father and mother, being target of the family Gjugjaj in Shkodra. Finished
the studies, Orges had to come back in Albania, as
the Greek state doesn’t have procedures of protection in these cases of
life-threats. His father asked him not to come to Shkodra,
but stay in Tirana by his cousin, Vilson Topulli. With the mediation of some people, after Vilson explained the problem and the danger Orges occurred, on November 3, 2005, Orges
left toward the country which would save his life, in Canada, in transition through Germany. He
reached Canada
on November 5, 2005. Under the protection of the Canadian State,
Orges feels quieter, but he’s still concerned about
his father and mother, who live shut in, according to the Canon.

Edmond Ramaj had to leave Albania again
The experience of a young man from Gashaj of
Bajzë in Malësi e Madhe, shows
perfectly that menaces and kidnaps of after 1997 toward businessmen and their
family continue in Albania.
This is a painful story starting in 2001 and still goes on in 2006, menacing
the young Edmond Ramaj. This is what happened: The
first days of January 2001, when Edmond Ramaj was
coming back from the secondary school “Dodë Kaçaj” of Bajzë, where he
studied in the second year, as he was reaching home, five people with guns
try to kidnap him as his father was a known businessman in Malësi e Madhe. They wanted to
keep him as a hostage in order to ask great sums of money. Fortunately,
Edmond Ramaj could escape from their hands and run
away from them as fast as he could. As he went home, he told this to his
father, who immediately reported this to the police, but they did nothing to
protect the young man menaced of kidnapping. But it wasn’t over yet, for
since then, anonymous letters come to his father asking him for large amounts
of money. Since then, on January 10, 2001, Edmond Ramaj
had to leave the school where he studied, and stay at home, this was proven
by the director of the school too. Feeling unsafe, Edmond’s father with great
efforts could send him in USA asking for a safe life, but though he lived
there five years he couldn’t get the document of permission to stay there,
and on December 2005 he was sent back home. But the situation for him turns
to be the same. As soon as those who menaced him came to know about his
return, they start over again with the same methods, so Edmond Ramaj had to live again shut in. They thought he might
have brought money from USA,
when he was forcedly sent back, although he could stay and work there. Though
being 21 years old, Edmond Ramaj cannot survive
here, for he is continuously in danger of kidnapping, so he still has to
leave Albania.

2005, against its member Lindite Ujkaj, whom was menaced and hit by unknown people. We
appeal to the order forces to identify immediately the authors of this crime
and make them face the justice, as persons who want to make this country
unstable.
