The property is sacred. Mafia and its abusers will face the law

The government has kept all the promises. Our aims are always for productivity and toward consciousness and moral, the development of the society and integrity. This time, therefore, I want to stop in a great problem, in the verification of titles, what makes a decisive condition for the property definition, the definitive giving of titles and the completing of the reformation and ownership on land. This law can be considered as the law against abuses with the land, or the law against the Mafia of the land. That’s why it is extremely important. I want to guarantee all the farmers and the Albanian citizens who had the land according to the Law 7501, according to the requisites and in respect of this law, that this process doesn’t touch a centimeter of their land. Any effort to scare them is simply an effort that the Mafia of the land is doing against this law.

The Democratic Party and the coalition of the parties of majority didn’t agree and won’t agree to change the Law 7501. The Republican Party, our traditional alley, has always agreed with this attitude of her alleys. That’s why it is out of any speculation that with this law we aim to touch even a small piece of land, obtained correctly by the Law 7501. Yet, it would be a great crime if we would entitle the great abuse with this law, an abuse that reaches billions of dollars. Thousands of acres have been obtained dishonestly and against the law.

Those who have stripped the land, first of all, are people on power and I guarantee the Albanian citizens that in this analysis there is and there won’t be any political tendency of whatever color or group. Whoever of the authorities, either local or central, who obtained the land disregarding the law, will face the justice and will definitely loose of property on it. The second group of great abusers is that of majors, who disregarding the law 7501 have given others, even the last year, huge pieces of land without any legal foundation, leaving the proprietors out. None, therefore, should try to lead astray the 400.000 Albanian families who have got the land according to the law 7501. The law we have approved sanctions them definitely the title of ownership and didn’t leave them insecure because of certain groups of land-stealers, but gives them quickly and definitely the title of ownership.

The vice Prime Minister Genc Pollo, according to the law, is the President of the Government Commission for the process of verification. There will also be formed verification commissions in the prefectures. This process demands great measurements and a huge work. Mister vice Prime Minister, along with the Minister of Agriculture and specialists of the area, will have to build a work program, to give the fastest answer possible to the problem. And without solving it there won’t be any solution on the problem of ownership.

I emphasize that in this process we are not meaning to touch anyone who got the land according to the law, but our target are the surfaces sold through corruption by local authorities, surfaces violently usurped by local or central authorities, and they will go for the fund of land recompense, to give it back to the proprietors and go on with the process. In other areas there has been great injustice, while it was completely possible to avoid. The Law 7501 was very clear on the fact that whom does the land belong to and many for a person. Now the law will go through a final verification. This process is of great importance, therefore we have to get all the financial and human resources and establish all the rules of cooperation. The digital map we’ve got the last year is a huge help for these commissions, what permits the measurement in centimeters.

We should provide every commission with the map of the territory, specialists, geometers, topographers, in order to start. I will appeal all those who have taken the land undeservedly, to give it back. Let’s determine a period - one month or two - so that they might give the land back. Otherwise all the penal prerogatives should act powerfully against those who have given it unjustly as well as against those who have taken it abusively.

Our target is not to punish, but to reestablish the justice. That’s why we should establish a time in which everyone who got the land undeservedly might give it back to the commission. This of course will be a better choice than starting with serious legal prerogatives, to reestablish this law. I guarantee all the Albanians that this process, already started with seriousness and responsibility, will go on without any differentiation, repairing every disorder. We have great goals, we are for justice, we want to serve all the Albanians, and we want integration in the Euro-Atlantic structures.

The underage should be treated better by the State and society

One of the concerning phenomenon is the mistreatment of the underage, by the State as well as by the society. There are about 300 children who do not go to school, to the kinder garden, and neither play with their friends. This because their parents or relatives in Shkoder, are in conflict of blood-feud. There was found no solution until now, and in many cases, innocent children have been killed. New and old revenges, supported by the medieval Canon of Lek Dukagjini, put even children in their target. Even the Canon was overlooked by killing often the women. This is a paradox that Albania is living, especially in the last 18 years. One of those innocent victims is the underage in the picture nearby. Kristjan Puraj, born on October 8, 1991, not even 17 years old yet, has to live hiding, because, though underage, though innocent, though he had to be at school, the Canon locked him and someone wants to kill him. But, why? His cousin, Mirash Puraj, wounded Xhelal Zoto with a knife, on March 13 of this year. After arguing with each other, Mirash stabbed him three times. The victim escaped death and didn’t report to the police, giving place to the decisions of the Canon, which was revenge, because blood is paid with blood. Mirash apparently left Albania, and the family Zoto wants to revenge on Kristjan Puraj, just because he is the son of his uncle. This underage, therefore, just like many of his fellow friends, not only is deprived from school, society, games or aims for life, but the bullet is waiting for him, if he comes out. These phenomenons make our way toward the EU and true democracy even longer.

Through the dark labyrinths of revenge
Since the beginning of the democratic processes, the family Grezda from Shkodra was involved in the movements for dropping down the dictatorship and this made him a target of killers. During the great protest organized in Shkodra against the votes stolen by Ramiz Alia, when where killed the four democracy martyrs, Arben Broci, Bujar Bishanaku, Nazmi Kryeziu and Besnik Ceka, while other 69 were wounded, doctors like Ali Spahija and Xhavid Grezda were curing them through the shots. Doctor Xhavid had to cure even his son, Oltion Ademi (Grezda), who was on target to be killed. Yet, the revenge of the red beasts, which shed so much innocent Albanian blood until today, is still on in these days. The family Grezda experienced many hard situations and great tragedies through the dark labyrinths of the revenge. On may 3rd, 2001, two of Oltion’s cousins, Eliton and Enton Nexhat Grezda, were killed. The crime is still a mystery even today, while it was mentioned a lot by classified sources as a revenge from the structures of the secret police of the socialist State. The father of the two victims, Nexhat Grezda was giving his contribution since 1998 as the head of the Organization “The National Defense Committee of Kosovo”, when Kosovo was in conflict with the military forces of Slobodan Milosevic. A few years ago, right on August 17, 2008, the 46 years old Nail Grezda, Nexhat’s brother, and the 36 years old Artan Kola, where shot by the district of Dergut in Shkoder at about 22.10. The 46 years old Grezda died by the next morning at the Regional Hospital of Shkodra, while the 36 years old Kola is still under the strict observation of the doctors. Even this time the police didn’t find out anything, but declares that the murders were two masked people riding bikes and one of the guns had a muffler. We came to know that Oltion Ademi (Grezda) is in serious danger, as the cousin of these innocent victims. Reliable sources made known for our newspaper that anarchist groups want to kill him. He cannot go out, but is living hidden. This is the gloomy view of a dark reality that keeps our country away from integration in the Euro-Atlantic structures, a reality that records tragic events like murders day and night.

The intellectual Lika facing serious threats

Many Albanian intellectuals, during these 18 years of the so called democracy, have faced serious threats of their lives and families, just because of their work. They have been killed, wounded or forced to hit the roads all over the world, in order to save their lives, though they had no responsibilities, even morally. There are just the criminals of humanity, as the Prime Minister Berisha has often accused who are in the Parliament, those who have shot, spied and deported during dictatorship and today they freeze the reforms for the integration of Albania in the Euro-Atlantic structures. One of the innocent victims is the known intellectual Edmond Lika. Engineer Lika was born in Shkoder on April 2, 1962 and graduated in the University of Tirana in 1988, for textile. From 1988 until 1995 he worked in the tissue fabric in Shkoder as a specialist, as a responsible of the fabric or technologist. But the anarchist gangs wanted eliminate him, as they did with many others. It was January 25, 1993, when unknown people have shot in the quarter called Parrucë, as known by the inhabitants of Shkodra. One of the bullets hit the engineer Lika, but fortunately he escaped death. Though wounded, the anarchists followed him. They menaced him with phone calls and anonymous letters, to kidnap his wife etc., until he had to leave toward Italy in 1997. The revenge was obviously undertaken because of his duty, the honest activity he had as a well-known engineer in the northern town. Those who had determined to eliminate him, found him even in Italy. Threats became more serious. They notify him that they would kill his son. Lastly, this intellectual escaped death miraculously. They probably found out that he came in Albania and on September 1st, 2008, in Bahçallek, while entering in Shkodra, unidentified persons shot toward his car, fortunately without touching him. Edmond Lika, therefore, moved away quickly and according to his relatives, had to take the airplane and leave the country, where death expects him, obviously because of his duty.

Canon ruling over the law

A cruel murder shocked these last days, on September 1st, the main town of North Albania. Amidst the wholesale market in Dobraç, at about 10 o’clock was killed the citizen Hysni Shpuza. He was killed for revenge by Besmir Llampiri, accompanied by his friend, Vildan Dekovi. After the crime, the murderer moved away quickly, while the present were astonished and shocked because of what had experienced. Many testimonies witnessed the way of execution and the author to the police. What we want to talk about, is not the crime but the inability of the State, not only to establish the order, but mostly for not arresting and hand murderers over to justice. One of the questioned at the police, as the main witnesses of this murder, Vildan Dekovi, from the village of Shtoj i Ri, after testifying what had seen, was set free, as he was innocent. But the family of the victim started another conflict. The family Shpuza wants to revenge on Vildan Dekovi, though hundred of testimonies witnessed the murder and reported to the police that Dekovi had nothing to do with the crime. The family Shpuza wants to revenge on the family Dekovi. There was no agreement by the family Shpuza, to clear the facts, forcing the family Dekovi to close in. Since the very first days of this crime with an author and many witnesses, an innocent becomes victim of the medieval Canon of Lekë Dukagjini, living closed in. This is how people, though innocent, become victims of Canon, ignorance and the inability of the State to establish the order.
